The TS Licensing database is not consistent. All Terminal Services client access licenses (TS CALs) will be removed. To resolve this issue, rebuild the TS Licensing database and call the Microsoft Clearinghouse. When you call the Clearinghouse, ensure that your License Purchase Agreement information is readily available.
